UTV proposal held in committee

COLUMBUS - The drive to legalize utility-type vehicles on Columbus streets continues, but isn't gaining much traction with city officials.

Columbus Public Property, Safety and Works Committee Monday tabled a request to allow utility-type vehicles, or UTVs, on city streets after hearing from a group of residents from the Wagner Lakes area supporting the measure.

John Schoepf, 104 Lakeshore Drive, told the committee he uses his UTV as a second vehicle at his vacation home in Lake Havasu City, Ariz.

The vehicles, commonly known as side-by-sides, get 20-25 miles per gallon and go 60 miles per hour or faster - making them a good alternative for trips to the gas station, coffee shop or grocery store, he said.

Popular models include the John Deere Gator and Kawasaki Mule.

Proponents of expanded UTV use, including Mayor Mike Moser, described the machines as less dangerous than motorcycles, noting that they come with seat belts and are less likely to roll or tip over.

"These are a lot safer than some of the vehicles that I've seen that people drive," said Larry Bosak, 6 Whitesurf Drive, one of five Wagner Lakes-area residents in attendance Monday.

Others, however, viewed the vehicles as a potential hazard.

"There's quite a difference between a retirement village in Arizona and Columbus, because they're used to them down there," committee member Ron Bogus told Schoepf.

Fellow committee member Terry Reardon agreed, saying UTVs may be functional on the streets of smaller communities, but not in Columbus.

According to Police Chief William Gumm, his department is against the idea of adding the smaller UTVs to Columbus streets, where large semis and trucks are commonly found.

"I just don't think it's a good mix in our community," he said.

Gumm is a member of the Traffic Control Device Committee that in March voted unanimously against the same proposal.

City Administrator Joe Mangiamelli and Engineer Dave Goedeken were also part of that decision.

Mangiamelli reaffirmed his opposition on the request Monday, telling the Public Property, Safety and Works Committee that he witnessed an April 22 incident where the driver of a UTV on 23rd Street jumped the center median around 5:15 p.m., crossing in front of westbound traffic before heading down a frontage street.

Presently, registered UTVs can be used within city limits in a limited capacity during activities such as snow removal.
